“Even if the animal dies, an autopsy has to be done to see what poison was used. This will assist the SPCA and the police in the fight against cruelty to animals and the prevention of crime,”

I guess that have a lot of time to kill over there in South Africa when every dead cat gets an autopsy. Because it is totally unreasonable to assume that a cat was killed by…another cat. Or a dog. Or a hungry homeless guy.

The goal of the initiative is to spread the message to put medication up, away and out of sight of children.
